Scott County Election precincts
The Scott County Auditor's Office will go high-tech to determine if precinct boundaries are correct after discovering Tuesday that 39 voters were assigned to the wrong ward and polling site.
Voter registration details from the auditor's office will be compared with computerized address and precinct mapping from the county's geographic information system, or GIS, to determine if any other areas were assigned improperly. The computerized analysis is expected to take about two weeks.
"It is surprising that it took eight years to figure out," Auditor Roxanna Moritz said. "Now we have to determine if we have other areas or if this is the only place."
A mistake made in 2001, when the late Karen Fitzsimmons was auditor, was detected in this week's municipal election when one of the 39 voters who live on Parkdale Drive
in Bettendorf went to vote, knowing she wasto vote in the contested 4th Ward race. Instead, she was given a 2nd Ward ballot. After contacting the auditor's office, she was directed to the proper polling place. That voter was the only one of the 39 in question to cast a vote Tuesday.
"It is still essential that we have the correct records," Moritz said.
Both sides of Parkdale Drive were listed as being in the 2nd Ward, while the true precinct boundary was the center of the street. The information was keyed in manually after the 2001 redistricting.
"An error like this (usually) is going to be noticed in the first or second year," said Roland Caldwell, operations manager in the auditor's office.
The error would be discovered only at the municipal election level and by voters who are following a contested race in their ward, the county officials said.
A parcel map of the entire county is expected to be completed by next summer, but the data available now should be sufficient to determine whether any other voting record errors exist, GIS coordinator Ray Weiser said.
"We know there is a need at the county to have accurate data," he said. "We have a rigorous address database that can be used for a lot of applications."
