Moliners overpay for recycling fees

Do the homeowners of Moline know that they were overcharged $3.59 on their water bills? This was for four months of recycling fees when the service was only for two and a half months.

It was too hard to charge the right amount, so they just went ahead and charged for four months of recycling.

The city says it will give you your money back when you move from Moline and you ask for it! I hope the governor does not find out about this!
