Early morning update: Rain, fog

Good Monday, Quad-Cities. It’s back to work we go. At 6 a.m., it’s 42 degrees with light rain and fog in the Q-C.
Road crews will be out again from 9 a.m. to 3 p.m. today wrapping up work on a new message sign on Interstate 74 in Moline. One lane of Iowa-bound I-74 between 1 mile north of John Deere Road and the Avenue of the Cities will be closed during this time. Be alert for workers and sudden traffic slowdowns.
Also, a project to remove dead trees along Interstate 80 in Iowa, Johnson, Cedar, and Scott counties is under way, according to Iowa Department of Transportation. Motorists may see workers on the shoulders, and are urged to remain alert and use caution when traveling through these interstate areas. Work is scheduled for completion in May.
Baseball and basketball
The Final Four of the NCAA Tournament is set. Top seeds Kansas, North Carolina, Memphis and UCLA will play Saturday. Do those teams match the final four teams on your bracket? Thought so. Meanwhile, Major League Baseball gets under way in earnest with the Cubbies opening the season hosting Milwaukee, while the Cardinals play Colorado at Busch Stadium. The Quad-City River Bandits open their season Thursday at home.
Today’s National Weather Service forecast
We can expect periods of showers and thunderstorms today, some of which could produce heavy rain. There will be areas of fog between 7 a.m. and 1 p.m. with a high near 61 degrees. The chance of precipitation is 100 percent with new rainfall amounts between three quarters of an inch and 1 inch possible. Tonight there will be periods of showers and thunderstorms, mainly before 10 p.m. Again, some of the storms could produce heavy rain. The low will be around 34 degrees. The chance of precipitation is 90 percent with new rainfall amounts between a quarter and half of an inch possible.
Weekend robberies
Davenport police are investigating a robbery at the Super 8 Motel at 65th and Brady streets. The robbery occurred at 10:56 p.m., Saturday.
According to police, a black male, his face covered by a ski mask, entered the motel and ran behind the business counter. He threatened the female clerk with a hand gun, pushed her head down on the counter and robbed the motel of an undisclosed amount of cash.
He fled in an unknown direction, probably on foot, police said.
The clerk did not require medical attention.
Moline police are investigating an armed robbery late Sunday at Long John Silver’s, 4205 Avenue of the Cities. According to Moline police a man wearing a mask and a black hooded sweatshirt came into the restaurant shortly after 9 p.m. He displayed a handgun and demanded money.
No one was injured.
The suspect ran away on foot.
Good news for bookworms
The Moline Public Downtown Library reopens today. Library hours will be Monday through Thursday, 9:00 a.m. to 5:30 p.m.; Saturday, 9 a.m. to 5 p.m.; and closed Friday and Sunday.
Curbside recycling and yard waste pick-up
Moline curbside recycling begins for those residents with the word “white” on their cart lid. One half of the city begins this week, the rest next week. Recycling collection will be every other week. Moline generates 17,500 tons of trash annually at a cost of more than $264,000 in landfill charges.
All curbside recycling questions should be directed to Midland Davis by calling 309-277-1625. For ease of use, the Moline recycling program is single stream, meaning all of your recyclables go into one cart for collection. (No glass)
In Davenport, yard waste collection begins for the season today with no sticker weeks through April 11. No charge at the Davenport Compost Facility through April 13.
In Bettendorf, free yard waste pick-up will be today through April 11. Place bags at your regular collection site on your garbage day. Leaf drop-off under the I-74 Bridge will be from 8 a.m. to 1 p.m., April 5 and April 12.
Property taxes due today
The second installment of your Scott County property taxes is due today. There are several ways to make property tax payments. You can go online to the property tax payment service at http://www.scottcountyiowa.com. E-checks and credit cards are accepted online only. You also can pay it in person at the Scott County Administrative Center, 600 W. 4th St., Davenport or Scott County General Store, 2162 W. Kimberly Road, Davenport.
Through the cooperative efforts of the Scott County Treasurer and postmasters, you may have your tax payment postmarked if received inside the post office by midnight, March 31. If you deposit in a blue collection box, be sure to check the posted collection time to avoid a late post mark and interest.
Delinquent taxes are published in June and subject to the annual tax sale on the third Monday of June when a tax sale certificate is issued to the purchaser. If the taxes are not purchased after two publications, a tax sale certificate is issued to Scott County. If the taxes are redeemed within a given period of time the certificate holder will be given deed to the property. Properties taken this way by the County are usually sold at an auction.
Another flood watch for the area
To keep track of local river levels, CLICK HERE. The National Weather Service, or NWS, has issued a flood watch for the area. According to the NWS, a significant spring storm system and copious amounts of moisture from the Gulf of Mexico will combine to produce widespread rainfall.
Since the ground is quite moist and rivers are running high with the spring snow melt, this additional rainfall is expected to bring potential flooding to area tributary rivers and streams. Widespread rainfall totals are expected to be around 1 inch. Isolated areas may see more than 2 inches due to repeated thunderstorm activity which could bring the risk of flash flooding.
Here are where area rivers stand this morning.
At 3 a.m., the Wapsipinicon River in DeWitt, Iowa, was at 10.55 feet. Flood stage is 11 feet. The river is expected to rise to 11.56 feet by late Wednesday.
At 3:30 a.m., the Rock River at Joslin, Ill., was at 12.48 feet and rising. Flood stage is 12 feet. The river is expected to rise to 13.5 feet by Saturday morning.
At 3:30 a.m., the Rock River at Moline was below flood stage at 11.49 feet. Flood stage in Moline is 12 feet. The river is expected to rise to 12.8 feet by early Friday.
At 4 a.m., the Iowa River in Wapello, Iowa, was at 18.22 feet. Flood stage in Wapello is 20 feet. The river is expected to rise to 21.3 fee by Thursday.
At 4 p.m., the Iowa River in Columbus Junction, Iowa, was 16.26 feet. Flood stage is 19 feet. The river is expected to rise to 19.2 feet by Thursday.
At 4 a.m., the Cedar River near Conesville, Iowa, was at 10.21 feet. Flood stage is 13 feet. The River is expected to rise to 12.4 feet by Wednesday night.
At 2 a.m., the Mississippi River is 9.05 feet in the Quad-Cities. The Mississippi River at Lock and Dam 15 in the Quad-Cities still is well below its flood stage of 15 feet but is expected to rise to 10.9 feet by Thursday night.

East Moline Morton Drive project meeting
East Moline will hold an informational meeting on the Morton Drive reconstruction project from 6 p.m. to 7:40 p.m. today at UAW Hall, 630 19th St. The meeting will cover the proposed road project from 19th to 27th streets, which is scheduled for construction in May.

Davenport
— 67th Street between Eastern Avenue and Jersey Ridge Road closed indefinitely because of excessive mud.
Moline
— Avenue of the Cities will be closed between 27th to 34th streets for a sewer and road construction project. Traffic will use 12th Avenue detour.
Rock Island
— Blackhawk Road (Illinois 5) road reconstruction project affects the area between 24th to 38th streets. Although the road will remain open during the project, drivers should expect delays and should be alert for flaggers who will be directing traffic past the various works operations.
Cedar County
-- Interstate 80, removing and replacing damaged sections. Patching work will be accomplished in the evening hours between 7 p.m. Monday nights to 6 a.m. Friday mornings; and between 9 p.m. Sunday nights to 6 a.m. Monday mornings. Traffic will be restricted to one lane in each direction throughout the work zone. Motorists are urged to remain alert and use caution when traveling through these interstate areas. The work is scheduled for completion in May 2008.
Clinton County
-- Water over the road at 178th Avenue south of 298th Street, 190th Avenue south of 298th Street, 247th Avenue south of 278th Street, and 262nd Avenue south of 270th Street near the Wapsipinicon River.
Henry County
— Illinois 82 from the Green River to 2.8 miles north of U.S. 6 until June 1. Traffic will be restricted to one lane and controlled by temporary traffic signals. Oversize loads restricted 15 feet wide.
— Cleveland Road 250 feet east of Illinois 84 beginning March 31 until April 4. Both lanes closed for crossing repair. Watch for heavy congestion in the construction area. Use alternate routes when possible.
Mercer County
— Illinois 94 from 1.9 miles north of Illinois 17 to Edwards River until Oct. 17. Traffic will be restricted to one lane and controlled by temporary traffic signals. Oversize loads restricted to max width of 10 feet 6 inches. Expect delays.
Rock Island County
— Illinois 5 at Illinois 84 until Nov. 15. Traffic restricted to one lane in each direction as each half of the bridge is removed and replaced. Drivers are strongly urged to use extreme caution when driving through construction areas. Slow down and watch for workers. Scott County
-- Interstates 80, 280 and 74, removing and replacing damaged sections. — U.S. 61 will be reduced to one lane in both directions with a 12 feet width limit in both directions at Muscatine County Road G28 for bridge construction until Nov. 26.
Whiteside County
— Freeport Road from Sterling to Pilgrim Road until May 1. Northbound and southbound lanes closed at times. Traffic reduced to a maximum weight of 11 tons.
