Flood plain victims should not be helped

The American Red Cross of the Quad-Cities Area is taking applications for assistance for people affected by the flooding of the Rock River. I wonder why the Red Cross feels it is necessary to provide assistance to people who choose to live in a flood plain. People in the Quad-Cities are encouraged to give to the Red Cross for disaster relief.

I agree with that concept considering that a disaster is not something that one could either predict or expect. However, when people decide they want to live in an active flood plain, it is unreasonable to expect their neighbors and the contributions of their neighbors to give them financial assistance when flooding is predictable and

foreseeable.

This is a waste of Red Cross contributed dollars and a waste of Red Cross volunteer time. I also noticed that the Moline Red Cross was offering waders to people living along the Rock River, another waste of money for people who should be

prepared.
