Q-C snowstorm: Storm forces Bettendorf council to meet by phone

In his more than two decades with the City of Bettendorf, City Attorney Greg Jaeger does not ever remember a City Council meeting being canceled.

The record still stands. With only Jaeger, City Administrator Decker Ploehn and Police Chief Phil Redington and a Boy Scout out to earn a merit badge in the council chambers at City Hall, Tuesday’s meeting was held telephonically with snowed-in council members and department heads dialing in to make comments and cast votes.

The city used a service called Confretel for the teleconference. The cost was 20 cents per person per minute for the 10-minute meeting.

The council voted 5-1 to approve the second of three readings of an ordinance rezoning property on the south side of Forest Grove Drive, west of Criswell Street, from agricultural to residential. Alderman James Stewart, 5th Ward, voted against the rezoning. 

Joey Dickens, 17, attended the meeting with his dad, Dan Dickens, to earn his Boy Scout badge.

“It was very quick and very interesting to see how they did it over the phone,” Joey said.

“I actually thought they would be here and do it like a regular council meeting,” his dad said.

Jaeger said they decided to hold the meeting instead of cancel it so the city could get approval and pay its bills on time.
