Good Thursday, Quad-Cities. It’s 13 degrees, 3 degrees below zero with the wind chill, under overcast skies. On the bright side, the wind has died down, it’s warmer than yesterday and there is no snow. But it sounds like that is changing somewhat as the National Weather Service has issued a snow advisory for the region from 6 p.m. today until 9 a.m. Friday. The Quad-Cities can expect 1-3 inches of snow while people living south and east of the Q-C near Galesburg, Ill., and Geneseo, Ill., could see 3-5 inches of snow. Blowing and drifting snow is possible.

Today’s weather

Today will be cloudy with a high near 24 degrees. There’s a 50 percent chance of snow, mainly after 3 p.m. Total daytime snow accumulation of less than a half inch possible. Tonight there will be occasional snow with a low around 18 degrees. The chance of precipitation is 100% with new snow accumulation of around 1 inch possible. (Source: National Weather Service)

Rock causing minor flooding

A flood warning for minor to moderate flooding remains in effect for the Rock River in Henry, Whiteside and Rock Island counties. Ice jams may cause fluctuations in river levels resulting in flooding. The National Weather Service reported the Rock at 13.1 feet at Moline late last night and is forecast to fall near 12.6 feet by Friday night. Flood stage is 12 feet. This will affect residences near the 27th Street bridge, homes on the South Shore Drive in Moline, Vandruff’s Island in Rock Island and 7th Street in Coal Valley.

Northwest Boulevard paving project meeting

An informational meeting regarding work on Northwest Boulevard and Pine Street in Davenport will be held tonight from 6:30 p.m. to 8 p.m. at 7737 Northwest Blvd. Affected residents and business owners should already have received a letter with details. Project improvements include two through lanes in each direction, left turn lanes, and medians with areas of plantings throughout the length of the project. The project is designed to minimize the effects of access limitations imposed by the medians, but there will be some restrictions due to state and federal regulatory constraints, city officials say. The radius of Northwest Boulevard through the Pine Street intersection has been increased to improve the flow of traffic around this corner, with Pine Street northbound realigned and intersecting Northwest Boulevard at a right angle to improve safety and traffic flow. A straight through southbound lane from Northwest Boulevard to Pine will be maintained. Other project elements include installing storm sewer throughout the length of the project and constructing 6-feet wide grass boulevards and 6-feet sidewalks on both sides. During construction there might be short-term temporary closures when intersections and driveway approaches are poured. While access from the interstate to the businesses at the north end of the project will be maintained continually, drivers are encouraged to use alternate routes during construction. Detours and alternate routes will be posted here so that drivers can plan accordingly.

At the garrison

Over on Arsenal Island, former Col. Joel G. Himsl will assume management of the U.S. Army Garrison Rock Island Arsenal today at 9 a.m. Before being named garrison manager Himsl served 30 years in the United States Army. His installation management experience includes assignments as commander, U.S. Army Garrison, Fort Monmouth, N.J.; commander U.S.A.G. Fort Leonard Wood, Miss.; executive officer for the Assistant Chief of Staff for Installation Management and most recently as deputy director, Northwest Region, Installation Management Command. Himsl, originally from Minnesota, holds a B.A. in history from St. John's University. He also is a graduate of both the Command and General Staff College and the Army War College. Himsl and his wife Suzanne have three children and live in Moline.

Henry County

-- Eastbound traffic is restricted to one lane on I-80 at Cleveland Road until December.

-- Drivers on Illinois 78 from 2 miles north of I-80 to Coal Creek should expect lane restrictions during road improvements until December.

Carroll County

-- Eastbound and westbound traffic on U.S. 52 and Illinois 64 from east of Savanna to east of Illinois 78 will be restricted to one lane and controlled by traffic signals until December.
