Scott County land-use plan to receive public hearing

A Scott County comprehensive plan that shows only a few changes in land uses from the plan approved in 1980 will receive a public hearing next month.
The Scott County Board of Supervisors heard a presentation on the plan Thursday. A public hearing is scheduled for the board’s meeting Jan. 10, and it will be voted on at the Jan. 24 meeting.
Although the county’s land-use map has few changes, some ordinances governing entrances, soil quality, wastewater and number of lots per subdivision could be revised. Also to be considered is how to define farms and farmers for agriculture exemptions for zoning purposes.
Among changes in the subdivision ordinances that could be considered is requiring municipal water systems be extended if a subdivision comes within a half-mile of water mains, and requiring soil profiles and septic drainfield locations before issuing a building permit for a new house.
Those changes would be made after the land use plan is approved, Tim Huey, Scott County planning and development director, said. A six-month moratorium has been proposed as a break between the old ordinances and when the new ordinances take effect.
“Six months is more of the outside length of time this could take,” he said, adding that he hoped to have the process wrapped up by Memorial Day. “No one is out there saying we are getting into their pockets by doing this.”
Special election set
for school sales tax
In other action, the board approved a resolution for a special election to renew the 1 percent local-option sales tax used for school infrastructure projects at school districts in the county. The special election will be March 4.
The sales tax will expire June 30, 2009. If renewed, it would run through June 30, 2019.
