Police capture fleeing suspect

A man who twice-fled from police in the past five days — including one chase that left one person injured — was arrested early Wednesday. He turned himself in at the Davenport police station.
The most recent events are the latest arrests for Louis Warren, 21, since he was released from prison on parole in July.
On Saturday, Warren pointed a “large, silver-colored revolver” at a person he’s known for most of his life and threatened to kill that person, according to police.
He left on foot, then came back to the house at 7 Riverview Place and repeated the threat, police say. Warren then fled in a Chevy Suburban. A police chase ensued — weapons-related charges are a “pursuable” crime, said Capt. David Struckman of the Davenport Police Department.
During the chase, Warren ran at least nine stop signs, as well as the stop light at Locust Street and Bridge Avenue, police report. At 29th Street and Bridge, Warren collided with several vehicles, injuring one person, enough to send that individual to the hospital for treatment of injuries.
Warren ran through Garfield Park and disappeared. A multiple-officer police search fanned out in the neighborhood, but Warren was not found, records state.
On Tuesday evening, Warren again led police on a chase after an officer spotted him, records show. However, after two minutes, the officer decided to end the pursuit because of an increasing amount of traffic in the area, near Genesis Medical Center, East Rusholme Street, Davenport, Struckman said.
After seeing his mug shot publicized in the media, Warren decided to turn himself in at about 1 a.m. Wednesday, Struckman said.
He is out on bond.
Earlier this month, Warren was charged with third-degree kidnapping and domestic assault after he threatened to break his girlfriend’s jaw if she did not take him to change the names on the accounts for the cell phones he was using, police said.
Warren forced the woman to drive from near the Scott County Courthouse to 13th and Washington streets so that they could change the name of the owner of the cell phone accounts from the victim’s name to his, the affidavit stated.
Once at the store, the woman was able to have the clerk call police.
After Warren learned the clerk was calling the police he grabbed the woman by the ankle and tried to drag the woman out of store by her left leg.
Warren’s first set of charges, according to online records, was at the age of 12. The burglary and theft charges resulted in a sentence of a commitment to the Summit residential treatment program, 75 hours of community service and one year of probation.
Between the time of that series of offenses and his sentencing, he was charged with assault. He received an indefinite period of probation and placement at Summit. The assault happened a week before his 13th birthday.
Charges of willful injury, interference with official acts and burglary followed. He was convicted of stealing a car at the age of 14. A drug charge came at age 15.
He was sent to county jail shortly after his 18th birthday for resisting arrest. He’s served jail time for driving while barred, theft and for disorderly conduct that involved fighting or violent behavior.
He was sent to state prison for a two-year sentence in November 2005 for habitually driving while barred. He was released on parole in July.
In addition to the kidnapping, assault and eluding charges from this month, he’s also been charged with driving while barred and second-degree theft.
