Davenport shooting victim identified

WEB EXCLUSIVE: (Updated 1:42 p.m.) A Davenport man who was shot by police Saturday night has died from his injuries.

Police identified the shooting victim as Frank Everett Elfgin. The 50-year-old man was trying to commit suicide by cutting off his leg with a knife. Officers tried to intervene and he allegedly charged at them and tried to cut them, police reported.

Three Davenport officers suffered minor injuries during the altercation.

An autopsy has been scheduled.

The incident happened around 9 p.m. inside the man’s home at 1607 W. 6th St. The man was taken to Genesis Medical Center-East Rusholme Street, Davenport, where he later died.

An investigation of the incident will be conducted by the Iowa Division of Criminal Investigation (DCI) and Scott County Sheriff's Office.

Davenport police officers shot and wounded a 50-year-old Davenport man late Saturday after he allegedly attacked them, Police Chief Mike Bladel said.

Officers responded to 1607 W. 6th St. in reference to a suicidal subject, Bladel said. The call came in at 8:52 p.m. The man allegedly attacked the officers, and the officers shot the man, he said.

“He has received life-threatening injuries,” Bladel said.

The Iowa Division of Criminal Investigation, or DCI, will be called in to investigate, he added.

Bladel did not release the names of the officers involved or the name of the wounded man.

Officers will be placed on paid administrative leave pending the investigation, which is standard operating procedure, Capt. David Struckman said.

The man was taken to Genesis Medical Center-East Rusholme Street, Davenport. His condition was undetermined late Saturday. 

Amanda Woodruff, of 1620 W. 6th St., was shoveling her sidewalk when she said she heard gunfire.

“I heard three shots and somebody said that somebody got shot,” she said.

Bill Lingle, who lives next door at 1603 W. 6th St., owns the home where the incident occurred and is renting it out to a man who may be the one who was shot, he said.

Lingle said he was standing on the sidewalk looking through a window as police approached someone lying on the floor. Police had their flashlights pointed at the floor.

He said that police picked up a couch and put it against the window which shielded some of his view, but he was still able to see someone rush at the police.

“As I’m watching, somebody came out of nowhere, screaming and going at the cops,” Lingle said. “I heard him screaming and he was going at them and then the cops were up against the window and all I could see was black,” he said. “And then I heard, bam, bam, bam.

“It was just that quick,” he said.

Police said that more information will be released as the investigation continues.
