Burning regs stay intact for now

LeCLAIRE, Iowa — LeClaire’s policy that allows residents to burn landscape waste and autumn’s bounty of leaves will stay intact for now.

City officials discussed a possible total ban on burning or regulating when residents can burn leaves, grass clippings, stumps, brush and branches at this week’s committee-of-the-whole meeting. Council member Debra Smith read a letter from LeClaire resident Dixie Anders that asked City Council to consider making a change.

“The current ordinance significantly impacts the quality of the air we all must breath,” Anders wrote. “For those of us who already deal with life threatening respiratory diseases, current policy makes us prisoners in our own homes.”

People who burn yard waste frequently add materials such as treated cardboard, paper and construction debris, which puts another level of harmful chemicals into the air, she said.

Other Quad-City communities have dealt with the issue of allowing people to burn leaves and yard waste. The Moline City Council killed a proposal to ban leaf burning in October 2005, but the city of Bettendorf bans it.

“If your neighbor is burning leaves and you have respiratory problems, you can contact the police,” Smith said.

Residents can dispose of yard waste with bags and stickers for a cost of about $3 per bag, said LeClaire City Administrator Edwin Choate.

But that sum can pose problems, especially for people who have large wooded lots, including himself, said LeClaire resident Rich Roller.

When city officials place restrictions on activities such as burning, residents will find other options. That includes dumping the unwanted waste in creeks or the Mississippi River. He asked city officials to consider some accommodations.
