Employee wage, benefit talks start

MAQUOKETA, Iowa — Jackson County Supervisors made their initial response to the county’s union by offering a 2.5 percent wage increase beginning July 1.
AFSCME Local 888 had asked for a 7 percent wage increase plus a realignment of salary schedules, which would have included another 4 percent increase.
The union includes nonelected and nonmanagement county employees.
There was no comment from supervisors or Mary Bartels, union representative, during Tuesday’s meeting. They did agreed to request a mediator to allow them to get on the list. Supervisors were told it might be difficult to get a mediator in a timely manner later, if one is needed.
In their written response to the union, supervisors declined to guarantee payment of insurance premiums beyond the current health insurance contract.
“The county can never guarantee year to year that the current health insurance contract will be offered to our group, therefore declines to negotiate on such,” according to the proposal.
Supervisors also said a request for dental insurance increases is not a negotiated benefit.
Supervisors did agreed to discuss adding Presidents Day as a paid holiday for county employees. Other issues such as a vacation schedule and a multiyear contract were agreed to be negotiated.
