Some offices might benefit from a shake-up with new blood. We don’t believe the Scott County Treasurer’s office is among them.

Bill Fennelly deserves voter support to return for a fourth term to an office that has run efficiently and accessibly for county residents. Fennelly’s expertise isn’t high finance. He’s helped develop his top executive Barb Vance for that. Fennelly wins by overseeing an office that regards county residents as customers and assures they’re treated quickly and efficiently.

Challenger Tom Englemann brings the accounting experience that gives him a better understanding than most of the treasurer’s role. His political experience as a three-term Davenport council member and one-time county Democratic party chairman brings him some ideas we’re not so sure fit well in the treasurer’s office. Englemann proposes investing county funds only in banks that meet a standard of community investing. He suggests pulling money from local banks that don’t. We’d prefer to stick with interest and security as the primary criteria for investing public money and leave the politics out of it.

We’ll invest in Fennelly’s experience.
