Culver announces his state government ethics proposal

Iowa Democratic candidate for governor Chet Culver said today that if he is elected, officials in his administration will be prohibited from accepting gifts and will have to disclose in more detail their ties to Iowa companies.
Culver announced his proposal in reaction to the scandal at a Des Moines jobs training agency commonly known as CIETC. Officials there were found to be making excessive salaries and granting themselves bonuses with little oversight.
Culver, the Iowa secretary of state, said he would seek legislation that would allow the state to seek punitive damages against anyone who fraudulently uses state dollars to supplement their paycheck.
“Iowa’s next governor must restore the faith in government that CIETC took away,” he said. “This is not Washington, D.C. There must be a zero-tolerance policy for corruption at any level in state government.”
Culver’s plan also:
• Places restrictions on former state officials from any type of lobbying for at least two years.
• Provides greater protections and incentives for whistleblowers who report wrongdoing.
• Requires ethics training for appointees and elected officials.
